A new scheme to assist those who were abused in residential institutions is aimed at providing help to the survivors as they face into old age.

Caranua currently has €74m of the €110m fund committed by the religious congregations who ran the institutions to draw on.

Speaking on RTÉ's Morning Ireland, Caranua Chief Executive Mary Higgins said the fund was there to meet the current needs of survivors, focusing on health, education and housing.

It will not be a cash payment.

Only those who received awards either through the Residential Institutions Redress Board or the courts are entitled to apply for help.

Ms Higgins said the scheme was in recognition of the fact that cash may not have addressed many of their issues.

She said: "Many of the people who spent time in residential institutions were neglected, were badly nourished, were poorly educated, and a result of that, they have spent a life of severe disadvantage.

"So this is in recognition of the fact that they are now in their older age and is a way of trying to focus on them and provide a service that is dedicated to them and to meeting their needs as they are now."

The amount of money they received from the redress board or the courts will not be taken into account.

"This is really about trying to provide something that is for them. Even though people got money ... it's where they are now, that’s what we're interested in," Ms Higgins said.

Families of deceased abuse victims will not be entitled to apply.

Why has it taken so long for Justice to prevail.  We were abused throughout the entire Investigation.  Start at the begining.  The Inquirie into Child Abuse, both bodies that were set up  were not conclusive, I applied to go to the Investigative Commission, it was disbanded prior to finalising,  I was not consulted as to why.  This body was Chaired by Judge Ryan who was Educated by the Christain Brothers.  This was lip service  and in no way a fair inquirie.  How could it be ?  Ireland has never done the right thing as a Country it is still controlled by the Church.  It would be more correct to clear the decks and install a body of people who are not connected to the Catholic Church.

The question now is will they carry out what is promised or is it Jobs for the Boys yet again.  Are we to expect a repeat of Humilation, after all Ireland  is in a class of its own for this vile act.

Hi Kathleen, Paddy Doran here; to answer your first question...It's because the abused are not united in a common effort for Justice! However, there seems to be many groups in Ireland and G.B. who express that they support the survivors cause; but just as with this S of I site, there is no person(s) with the authority to represent anyone before any Court or Governmental body; which leaves each individual trying to stand alone against the power of the Catholic Church (The Vatican) and in majority part, the self serving Irish Government, who should by this point in time be described by one and all as "The Perpetrators"! And to that list (at least in my case) the Solicitors and Barristers who got paid millions to represent victims should also be included with them!!  

Another point I would like to make; just why do so many "victims/survivors" express how they were abused and by whom, yet they hide their identity? On that I say "put up or shut up! And that is not in defense of any abuser, its just that if a person is accusing another (any other) of abuse; should the accused not have the right to defend themselves??? Besides, it diminishes the credibility of the charges if the accuser will not stand, accuse, name and/or point out the accused; and where necessary... be willing to stand and defend their accusations!    

And for those who wish to see how I handled my charges against Brother "The Bull" Cummins at the r.i.r.b. and what I told them to do with their "offer" (better described as an "insult"? Go down two postings below, where you will find my email address... use it, and I will send it to you... AND YOU CAN FORWARD IT TO The Vatican, Caranua, Irish Government and any other person or group you choose; (which is exactly what my intent is to do)..

                    To you Kathleen and all victims, I believe we all know there is little chance of being victorious in an Irish based Court.... However, in The Court of Public Opinion (especially here in the U.S.) the exact opposite is the normal outcome!! Which is exactly where I intend to fight "The Perpetrators" from this time!!!

Keeping in mind that there are 35, to 40 million Irish Heritage people living here; with the highest % being descendants of "Poor Irish"!! Which was also the common thread among those of us who were used and abused by a Church and Government that needs to REALLY answer for it's sin's against our families!!!

         p.s.  F.Y.I. (in case some may not know) The average settlement/award for sexual abuse by a church member here in the U.S. Was $1,300,000 Dollars..... Now why did Irish children receive pennies on the dollar for the same crimes by members OF THE SAME CHURCH??? Because Americans have a better sense of Justice!!

And that is exactly what they would want for their Irish Cousins...... Justice with a Capitol J.

Last night it was stated on the BBC news that thousands of claims are going to be launched in the UK against various top notch boarding schools ,colleges and other institutions , by folk who were subjected to Child abuse at these places, and it is very interesting to note that an USA legal firm are advising that claimants should  seek redress that would be on a par with what victims received in all the settlements made in the  USA  to date. Many of which exceeded $1 million dollars.

This clearly indicates that the same advice was not given or  acted on by the RIRB  , who awarded paltry sums to Survivors who went before them.

As correctly stated by Paddy Doran, Irish Survivors got Pennies, compared to the vast amount of dollars victims received in USA Courts.

Ripped off big time, and further abused with gagging orders etc., and now further attempts to restrict the chance of gaining redress from Caranua, with the terms and conditions designed to ensure our money contributed by the religious, will remain in the hands of Quinn &Co.

Reading the entire detailed criteria of the Caranua attachments will no doubt raise many questions .

I find it very weird to see that although Survivors who went through the RIRB qualify to make an application, it seems they are prevented from claiming for any expenses incurred over the same length of time,  that it has taken for this STF to be set up. This is hardly the fault of Survivors, but the Governments ! If they qualify now, it is only right that they qualified from the date their case at the RIRB was heard, and addressed !

This is very unfair, and unjust,  especially when it is a fact,  that because of their elderly years now, many Survivors will not find the various criteria of interest to them !

Families of deceased  abuse victims will not be entitled to apply ! So in the event of a Survivor passing away, does this imply that Caranua will not provide financial assistance for funeral/burial  costs to the surviving spouse ?

Families , and especially the spouses of Survivors, in all fairness , should also qualify to access this STF, since they are part and parcel of the Child Abuse suffered by the Survivor, and have had to live with the various knock on effects of this Religious shame of Ireland !

Abused as Children, now again as Adults, seems to be the criteria that screams at me here !

Am I the only one who wonders why we (the abused as children in Ireland) have not nominated James Moy to represent us with the title of "power of Attorney/representative", in a class action suit against The Irish Government, The Vatican and The Caranua (and does 1 through 10...... as applicable) to be brought before the World Court, European Court.... And, as a last resort.... The United Nations!!! AND DRINA AND I WILL BE FIRST IN LINE TO HELP FUND THIS EFFORT!

Good morning to you all. i have just come off the phone after speaking with a gentleman from the Caranua office. I was looking for the address. As in their information and guidelines document all it gives is a P.O number. Which me personally find to be a bit suspicious. . When asking him why not the full address . He states its not a public office. In other words they don't want us going up to see them. If we did go up he states it would be a wasted journey and we would be turned away. As we would not get past security. All our information goes to the reception. Who have nothing got to do with Caranua . I finally got the address and its the same building where the old Education fund was . When asking to speak to a certain person. I was told they were off today. 10 days i have been trying to ring their office I told him. He said 1 We are taking up to 50 calls a day . Not a lot when you break it down over 8 hours . Not very transparent to me But a web of lies deceit and abuse all over again. Please share this information The The Shame of Ireland Survivors Trust Rob Northall .........

Hi Rob, agree with you about the Caranua set up, it is without doubt suspicious, dealing with a box no!

I find that very strange also, that many Survivors were able to attend the RIRB at Clonskeagh, in Dublin, and also the offices of the Commission to inquire into Child Abuse, in Stephens green, Dublin, when invited. Yet Survivors are denied access to the building that contains the location of Caranua !

As regards the views of Paddy Doran that I should be selected to be Survivors power of attorney, that has nothing to do with me, it seems to be an idea of his, but as I indicated to him in a recent email, I fight my own battles, and confine them to the establishment of Quinn and Co, and their new  outfit called Caranua.

Like Bernadette, I believe the way the entire set up by Caranua is , it  offer's little or nothing by way of any further awards or redress.

As previously stated, although most Survivors qualify to apply to Caranua, it appears they only qualify from the 6th January 2014,  when the Caranua was launched, and NOT  from the time that Survivors were awarded redress from the year 2004 and since then.

For Ms Higgins to claim that this new set up is fairer and superior to the old Educational Finance Board is in my view a further insult to the intelligence of Survivors , at least with the old EFB set up, spouse's and family's of Survivors were entitled to claim for far more various funding and assistance, and especially funeral expense's ! 

Now ,with this new Caranua set up, only the actual Survivor, can make any sort of claim, provided they have been through the RIRB, but even at that, the term's and condition's are designed and set out in such a way that they will be unable to achieve any further redress, or at most ,very little.

The last line in Ms Higgins article above , clearly show's this  !

I also rang Caranua, stating there is not an awful lot one can claim for. Also asked who I could complain too. He gave me Mr Quinn's address. So tonight I have written to him, do not really expect a reply.

The people  answering the phones are working in a call centre.  They know little or nothing about the situation therefore are in no position to answer questions.  another deliberate ploy to bluff us.  So as I have suggested on many occasion "United we Stand Divided we Fall"

It has taken the best part of 6 years to set up and launch this STF/ Caranua scheme, in that time we have lost many Survivors, and now it seems, folk are having to endure a Box no to try to get answers, they cant get access to the Caranua offices , their call centre cant cope, if you do manage to get talking to a person,   they know very little about anything to do with Survivors problems, the entire business leaves a sour taste in our mouths. !

We are all very definitely in our old ages now, but instead of swift and fair justice to the remaining Survivors, delaying and time consuming tactics are very much evident, seemingly a ploy to cause further suffering and abuse !

Which will ensure the powers that be will have less Survivors to deal with, and all masterminded by Mr Quinn and Co.
