A new scheme to assist those who were abused in residential institutions is aimed at providing help to the survivors as they face into old age.

Caranua currently has €74m of the €110m fund committed by the religious congregations who ran the institutions to draw on.

Speaking on RTÉ's Morning Ireland, Caranua Chief Executive Mary Higgins said the fund was there to meet the current needs of survivors, focusing on health, education and housing.

It will not be a cash payment.

Only those who received awards either through the Residential Institutions Redress Board or the courts are entitled to apply for help.

Ms Higgins said the scheme was in recognition of the fact that cash may not have addressed many of their issues.

She said: "Many of the people who spent time in residential institutions were neglected, were badly nourished, were poorly educated, and a result of that, they have spent a life of severe disadvantage.

"So this is in recognition of the fact that they are now in their older age and is a way of trying to focus on them and provide a service that is dedicated to them and to meeting their needs as they are now."

The amount of money they received from the redress board or the courts will not be taken into account.

"This is really about trying to provide something that is for them. Even though people got money ... it's where they are now, that’s what we're interested in," Ms Higgins said.

Families of deceased abuse victims will not be entitled to apply.

Is this some kind of joke? There is no one, nor has there ever been anyone to offer me help.

For most of my life I chose to live in denial of my 'stay' in Ireland. It was early 1949 that I left that God forsaken country.

Whilst caring for my late wife who suffered with Alzheimer's I was suddenly reminded of my past while watching TV news. The word Artane caught my attention. The subject related to an apology being offered for all the abuses inflicted on children in Industrial Schools.

Some time later I was informed that a Redress Board was to be set up. At that stage my wife had little time to live, and as I chose to care for her on my own, in our own home there was no way I would attend. So I chose to have solicitors to handle my case. I supplied them with all the information of my period in State custody by mail and email. All I knew was that I had spent life in State care up to the age of 16.

Both the nuns and the Christian Brothers were in denial of all the charges I made against them. They supplied proof as to why I was detained in the form of photostatic copies from their records. One revealed that my Father deserted and failed to support the family. Another shows that I was charged at Dublin DC in early 1934 with 'receiving alms' and sentenced to 14 years, I was then two years old. Without the full facts I was fighting an unequal battle and asked to bring my case to a close and accept what ever was on offer.

When my wife passed away it was discovered that I had stomach cancer. It was decided that I was fit enough to undergo an operation to have the whole of my stomach removed. There was a good chance that I might not make it through the operation. While I awaited the operation I thought it only fair for the sake of my family to investigate the circumstances that led to a stolen childhood. The results proved both alarming and shocking.

Official records reveal that both my Father and Mother had come to an arrangement that the three children of the marriage would live with his parents whilst the Father took the offer of employment as a vehicle mechanic in the UK. It was the time of the great depression. The three children were then; oldest girl 8 yrs old, 2nd girl 6 and I was 18 months. Six months later the mother insisted on having her children back, but the grandparents allowed her to have only the two youngest.

A further seven months later she reported that her husband had deserted the family and failed to support them. The result; we appeared in court and the social worked (Mrs Clarke) sought to have the older girl also 'put away'. When asked "On what grounds?" The reply: "She was attending a Protestant School!" As she was In good health and was doing well at school the request was denied.

On the Father's return he was arrested and appeared in court, were all charges were dropped when his wife admitted under cross-examination to lying at the original hearing. He then sought to regain custody of his children. He obtained the young girl out on licence from an Industrial School in Dublin. I had been shipped off to Kilkenny and the records reveal I was entered as illegitimate, and all records refered to me as 'Charlie' not my correct first name.

My Father refused to return his daughter and continued to seek my release. He had a number of meetings with the authorities and sent letters requesting my release, but all to no avail. Consideration was given to contacting the Garda, but they were not interested.

That presented a problem, but the solution came in the form of a letter dated 13 August 1937: "With reference to your application of the 12th May last for the release of your son; Charlie Rice from St. Patrick's Industrial School Kilkenny: I have to inform you that the question of his discharge can not be considered until you have complied with the request of the Manger of Whitehall Industrial School for the return of your daughter Margaret Rice, released on licence in July 1936."

When he sought legal advice he was advised to return the girl for a Catholic education, rather than remain in a Protestant school, as it would improve his chances of obtaining my release. He returned the girl, but was never to see me.

All this I've just learned recently. My Father moved on with his life and started a new family. Sorry this is so long winded, but there is so much more to the story. So many uncles, aunts, nieces, nephews and other relatives I've never met nor ever will.

Where is the justice? Can some one tell me?

Hi Patrick, Learning your sad outline of your life to date, I can see where your coming from. Overall ,the only answer that I feel will assist you is to advise you to read through the archives of this Shame of Ireland site, where you will indeed read of many who share with you ,the loss of so much, including miserable unhappy Childhoods ,with  Detainment ,  and     Sexual, Physical and Mental  experience's .

All this Patrick , relates to the membership on here, so your not alone, and like us all, your well qualified to ask that question, where's the justice?

That is exactly what we continue to fight for, but it is no easy task , when you see and realise that the Crap we encountered in our Childhoods, still continues in our elder years,  only this time it is being inflicted on us by the Irish Government, namely Quinn and his cronies

If I were you I would go back to the Legal Team who told you you had no Case.  How can a child of 2 be responsible for any wrong doing.  Lavelle Coleman gave me a similar reply until I produced proof that my Mother wanted us.   Each story is personal and painful however the behaviour and attitude of the religious is the same .  The Irish Government ultimately  responsible for what happened to us it was they who gave the Licence to the religious to run Industrial Schools, they were unskilled and  had no Child Care Skills. The N.S.P.C.C. and Judicial system are also in it up to their necks.  There needs to be a review of this whole matter. Ernest Cantillon, the Cork Solicitor , took Louise o Keefe's case to the ECHR and came out on top, achieving a great win , fair and proper redress , and apology's from Quinn, Kenny and the Irish Government, after a long and hard battle down the years. These apology's were addressed to Louise, and all the other Children who were subjected to horrible sexual abuse at their school.

Seems to be that Survivors could seek to enlist the services of this brilliant Solicitor to take our case's and claims to the same European Court of Human Rights, and expose Quinn and his Government for their latest attempt at further abuse on us in our elder years, his high jacking of the contributions made to us by the Religious, the illegal setting up of the outfit Caranua, designed with terms and conditions , that will clearly make it impossible for Survivors to achieve any further redress. ! Or at best, very little !

We were well abused as Children in Holy Ireland's  Gulags, now in our elderly years, treated like Children, and still being further abused.

Quinn clearly has ulterior motives for the money left to Survivors, sadly it seems it will remain in his control, unless Survivors kick up more and show them the respect they are showing us !

I've finally linked up to a discussion forum on the latest shennagains in Marlbourgh St. Just a brief background. I'm a third year PhD canditate in the School of History in University College Cork. I completed a BA in modern history in 2006 graduating with a high 2:1. In October, 2007, l embarked on MA programme in International Relations graduating with a first. My case study is essentially an analysis on Organized Hypocrisy (OH) in relation to UN peacekeeping and EU foreign Security Policy in the fomer Yugoslavia, The UN and European Union, through inconsistent rhertoric and action (or lack of action) failed to protect the designated 'safe areas' and failed to respond effectively to the unfolding crises, particularily in relation to Bosnia. The UN and EU failed to act in accordance with the ideals that they espouse to in post-Cold War peacekeeping and foreign security practices. My case study hopes to highlight that such inconsistency can arise from ‘organized hypocrisy’, a phenomenon identified by organization theorists in which organizations respond to conflicting pressures in external environments through contradictory actions and statements. Organized hypocrisy may have both positive and negative effects on peacekeeping and foreign security governance. On the one hand, it may produce or exacerbate gaps between commitments and resources, undermine reforms if they are decoupled from practice, and impede efforts to mitigate harmful peacekeeping and foreign security externalities. l was incarerated in St Joseph's Indusrial Schoola nd 'Lisnamona' Group Home in Killarney betwwen 1967-76 and encountered horrific sexual, psychial and emotion abuse by religous and lay people who ensnared there way in to care (sic) envoirns. Some of these people included the cream of Kerry society (County and Town Counsellers, priests from the local diocese, one Bishop and a now retired Garda superintendent. In October aged 15, l was transfered to Sarsfield House (Bostral-like facility) in Ballyfermot in Dublin for one year for refusing sexual advances from the priest who was acting in a some ah-hoc supervisory role in Lisnamona group home. ( I had somewhat grown up by then and told him to fuck off!) The reason our institutions were never identified or highlighted by the Ryan Commission Commission was because of an 'internalision' and cover-up process conducted by the Kerry Diocese, the Mercy Order, the  Police, the Dept. of Education, and Kerry's fineset - John Donoughe's Justice Ministry. It;s also worth noting 'Jasus -  Fwat Will this do to our Tourist Industry!' nb: (the fwat is a local dialict) After I went through the adversearial Redress Board process, which went to appeal in 2008 l I think they are still reeling from the process. After four years of Psychological counselling, a rigorous AA recovery programme, and my academic attainments, it was a very empowering process and they soon discovered they weren't dealing with that little terrified boy from the 1970's. I'm quite aware there was a different and quite ardous sensibility, involving most survivors that went through the Redress Board.If it's any small consolation, l met one of the barristers, namely: John McDonagh one year later, on the train from Cork to Dublin and greeted him. He curiously, denied who he was until l reminded him his name was illuminated in the reservation sign above his seat!. l then duely informed him, that not only was he a useless failed circut hack who was terrorising some of the most vunerable people in Ireland - but he was a bad liar too! After two years of traveling to Argentina, Chile, Uruguay, South Africa, Australia and New Zealand and most of Asia, l returned to Ireland in the Spring of 2011 and registered for my PhD programme in October of the said year. I trucked along with my doctral programme and was awarded the visiting Glucksman Fellowship to New York University (NYU) in 2012.When l returned to Cork in september, 2012, I discovered the Dept. of Education had withdrawn most post-graduate programmes and bursury funding from universities, the Education Finance Board was stood down and the country was essentialy broke. Hundred of thousands of our young people have had to abandon the shit-hole that is Ireland, with a departing broadside: 'Shur t'is a great country - now fuck-off!' Which brings us along nicely to the main thrust of this missive - Ruairai Quinn and his erstwhile enforcer Mary Higgins.  Higgins who was parrachuted in from 'Threshold Housing Trust, with over 42 years in teitary supports network experience (One wonders she shoud have retired by now!) She is employed on a [Principle] - Civil Servent stipend of 95-000 Euros with associative benifits, car holidays and a nifty pension on a five year term. Her salary is been paid out of the statuary fund as indeed the other five employees working on the board with an average stipend of between 35-45 thousand euro. During the interm period both my parents died and l uncured emormous expenses overseeing their funerals. I paid for my regisration and fees in UCC this year. I suffer from incremental depression and anxiety ( not a unremarkable feature of somebody with my history) and l'm regisered with Mary O Grady's Disability Support Service and l recieve a disability pension from the UK. I contacted Mary Higgins to highlight plight and if she might be cognizant of my plight. I also mentioned that: 'As l am one of the few, if only, survivors pursuing a PhD programme, she might petition the assessment committee, to provide me more fanancial aid, than the 5-000 euro pittance on offer to graduates. It cost almost 20-000 euro to pursue a PhD programme per anum and because of the dire financial predictiment in university funding and departamental cutbacks, over 8 of my peers in UCC  have had to abandon their respective PhD programmes. In a scene not too dissimilar to my formative years in the gulags - she phoned me last thursday (6 February) at 6-20pm informing me that, essentialy, 'she had been put out by my request... and how that: 'She felt so inconvienced that SHE had gone out of her way - phoning me at such an hour and to take her 5000 euro pittance or lump it!' She demonstrated about as much human empathy as a samuari sword and there she is ingratiating herself on a nifty 95-000 euro withy OUR money. The 110 million provided by the religious orders was meant to have been ring-fenced for industrail school survivors. Instead the fund has been high-jacked by Ho Chi Ming (Quinn) vis a vis Miss Brendan Howlin, Vadimar Kenny and his erstwhile minder and directer of security the Hulk Hogan (Phil Hogan). nb: The Vladimar Kenny aspect pertained to his assertion that Lenin had visited Dublin, giving lectures, when it transpired he had never been to Ireland in his life! One of his rocket-scientist advisers had spun his some speil and he fell for it! the ulterior motive of the fund is to supplement the recent European Court ruling on the the o Keefe and the other 138 litigants in their claims and futhermore pay a pitful redress to the Madgaline laundry survivors Ref: (UN Human Rights finding) , yet, none of the said institutions contributed to the fund! The goverment should be those ladies from their own coffers as the were blatently and vicariosly responsible. This clearly demonstrate that this Caranua is of no help to the present existing survivors, most are elderly and would not be interested in counselling, further education ,and other things that they currently access if they need them , from the HSE and NHS.  

What they do need is their entitlement f their fair and equal share of the money contributed and donated by the Religious, strictly for them.

Quinn with his Caranua scheme that  is illegal , and clearly wrong in denying these people in their elderly  years of their rightful money. He has hired Ms Higgins to carry out his Scam, at a salary of £80,000 plus expenses and perks  a year !

This is unreal,  and an absolute insult to us Survivors still  alive. Borders on further abuse by this man Quinn, who clearly needs  addressing legally,  at the ECHR . in order to get our rightful entitlements!
