228. To ask the Minister for Education and Skills if Caranua has signed a memorandum of understanding with a service (details supplied); and if so, the terms of this memorandum of understanding, including any costs to the residential institutions statutory fund incurred as a result of this MOU. [20560/16]

As I have explained to the Deputy in response to previous Parliamentary Questions,Caranua is an independent statutory body established pursuant to the Residential Institutions Statutory Fund Act 2012 to support the needs of survivors of residential institutional child abuse. Administrative and operational issues such as those raised in the Deputy's question are day to day matters that are the responsibility of Caranua itself and I have no role in those matters.

I understand that, in late 2014, Caranua agreed a Memorandum of Understanding (MOU) with Towards Healing for the provision of counselling services to former residents who wish to continue receiving counselling with Towards Healing. The arrangement covers those former residents who are eligible for support from Caranua and who have received 80 counselling sessions and whose further counselling needs have been recommended by an independent review panel to be clinically appropriate. Caranua will pay Towards Healing the agreed costs of the counselling services received by eligible former residents. I understand, from enquiries made by my officials, that Caranua has made payments of €87,263.50 and €7,385 to Towards Healing in the years 2015 and 2016 respectively in relation to services provided under the MOU.

Hi Marylou,
Thank you very much for getting in touch. The huge issues around how Caranua operates is something Clare has raised repeatedly with the Minister, most recently last week - if you go to her website,www.claredaly.ie, you'll find a video of her challenging the Minister on 28 June regarding the long-promised review of the scheme, and the need for survivors' voices to be included in any such review. We have written to the Minister today again on this matter, and will continue to push for the rights of survivors, and the absolute necessity that they be treated with justice, dignity, and fairness.

Regarding Towards Healing - we have submitted a question to the Minister on this on foot of your email. We'll send on his response when we get it, and take it from there.

No mention of them allready being funded by the church, 80 sessions given that i rang them about 10 times and could not get to talk to anyone never mind 1 session more of the funds money well spent. Is the minister saying that just because caranua are an independent body that they can do whatever they like?.

That,s it in a nutshell boy, Told by the minister to put the bones on the legislation, do what they like,

What can’t I complain about? There are some things that we cannot deal with through our complaints procedure because they are either outside of our control or are subject to another procedure.

Basically you cant complain about any decision caranua makes, forgot we lived in nazi germany, oh wait.....

There something terribly wrong boy, no one is responsible for anything , we need as a group to address this injustice and seek legal advise as we have been failed, betrayed again and again, This needs to be raised in the Dail, Dont know what anybody else thinks but the government are responsible for the legislation the buck cant be passed on that one, just a thought boy

Caranua need to be acountable  to someone, given the ego driven delusions that drive caranua if they were really interested in helping survivors they would be very interested in what we have to say, so the fact that they refuse to listen proves that they are not interested.

a) To provide a Helpline & appropriate counselling & support, as the Company may decide from time to time, to the survivors of abuse by Clergy, Religious & others (including Volunteers ) working for the Catholic Church in Ireland & to assist in taking the steps, appropriate to the service, to aid the prevention of such abuse & also to provide education & training for those who may be involved directly in the handling of such cases of abuse. (b) To apply the funds and resources of the Company provided by the Irish Episcopal Conference, The Conference of Religious in Ireland (CORI) and the Irish Missionary Union (IMU) in furtherance of the object at paragraph (a) of this clause and in so doing to abide fully at all times by the ethos, teachings, principles and processes of the Roman Catholic Church 3.

Interesting - by going into any Garda Station in Ireland to pick up a form of any kind - there is a Poster "Have you been involved in Redress Board...Caranua are here to help you with housing...healthcare...bills....or any other needs you need to help you through...not specific words but words to that effect...also posted in most GP surgeries throughout Ireland - "Have you been to Redress Board...Caranua is here to help...."

This is another ReHab...Console...etc..there is a need to call in those who exposed Console - This is the only man - David Hall - who can sort out Caranua....
