Dear Mr Northall,
No date has been set for the publication of the draft legislation to establish the Statutory Fund. It is not possible to say when it will become law as there are a number of different factors that will impact on this.

Aongus Ó hAonghusa,

Dear Sirs
I understand that the Statutory Fund is to become Law this Autumn?
I assume that before this can become the case that it needs to be Read in the Irish Parliament?
I am Unfamiliar with the workings of your Parliament.
Can you advise me as to when the first reading of this Act will be?
How long after this will it become Law?
Yours sincerely

Rob. Northall

Plrevious Reply for Barnardos

Than you for your email dated the 10th September, this is the only email we received from you.

At the request of the Department of Education and Skills, Barnardos set up a Freephone the purpose of which was to provide former residents of industrial schools with an opportunity to have an input into the planning being undertaken in relation to the establishment of the Statutory Fund of €110 million which has been contributed by the religious orders to be used for their benefit. In addition to former residents the Freephone was open to all interested parties to give their views.

The Freephone operated from 3rd August to the 27th August. We received 131 phone calls and 341 suggestions. All questionnaires were returned to the Department of Education and Skills .by the 3rd September. This is the only involvement that Barnardos had. For further information, I suggest that you contact the Department.

Yours sincerely

With 131 phone call records and
341 Submissions
Will these be made public as part of the Consultation process?
Will any report made by your department be made public?
I feel it is important that Survivors have access to this information as Transparency as to the outcome of the Consultation Process is critical in attaining credibility!

Dear Mr Northall,

I apologise for the delay in responding to your e-mails of 22 September. This e-mail address is no longer monitored on a regular basis as it was set up for the sole purpose of receiving submissions relating to the public consultation process in regard to the Statutory Fund.

The position in regard to the proposed Fund is that all of the responses received in relation to the consultation process are being considered now. It will then be a matter for the Government to consider the precise arrangements for the Statutory Fund, including who will be entitled to benefit from it, how it will operate and the uses to which it will be put. Following the Government's consideration of the matter the relevant legislation will be brought before Dáil Éireann.

As there are quite a number of steps involved it is not possible to give a definite time scale in relation to the establishment of the Fund. I do not believe that there is any official website regarding the business to be transacted at Government meetings. Details of legislative business coming before the Houses of the Oireachtas are available on the website www.oireachtas.ie.

No decision has been made yet regarding how the views, etc received in the public consultation process will be made available.

Regards

Aongus Ó hAonghusa

Dept of Education and Skills.
