Minister Richard Bruton
Caranua, the Residential Institutions Statutory Fund Board, is an independent
statutory body established pursuant to the Residential Institutions Statutory
Fund Act 2012. While officials from my Department meet regularly with
officials from Caranua, it is the Board of Caranau, which is representative of
survivors, that would have approved the introducution of financial limits.
Caranua has, as a you know, a limited fund available to it and the introduction
of financial limits was necessary to ensure that the number of survivors
benefiting from the fund could be maximised.

Minister Richard Bruton
The Residential Institutions Statutory Fund (RISF) Act was enacted in July 2012
and provided for the establishment of a Statutory Fund to support the needs of
victims of residential institutional abuse. The Act also provided for the
dissolution of the Education Finance Board which was established in 2006 and
financed by a €12.7m contribution under the terms of the 2002 Indemnity
Agreement.
Eligibility for assistance from the Fund is confined to those former residents
who received awards from the Residential Institutions Redress Board or similar
awards or settlements in court proceedings and who would otherwise have
received an award from the Redress Board. Approximately 15,000 survivors are
eligible. The Board adopted the service name Caranua in October 2013 and began
accepting applications on 6th January 2014. The initial uptake on applications
was small and in the first year payments amounting to €14.77m had been made to
or on behalf of 1,476 applicants. During the past year expenditure has
increased significantly to €43m to or on behalf of 2,927 applicants.
In response to calls for the eligibility for access to the fund to be widened
during the passage of the legislation through the Houses of the Oireachtas, an
undertaking was given to review the operation of the Fund two years after its
establishment. I remain committed to reviewing the scheme. Initial engagement
between Caranua and my Department on developing terms of reference will take
place in July with a view to the review commencing in the autumn.

My early suspicions of Caranua stirred up all kinds of emotions and debate, especially of being a regional ‘chairman’ of a very prominent ‘survivor group’ as well as other positions held. An awful lot of questions needed answering, but I needn’t have worried.
Once I decided to fill in application forms, within a short space of time, I was allocated an Advisor a ‘Mr Patrick Cleary’. Words cannot express my admiration enough for this gentleman’s courtesy, exceptional professional skills, and his unique way for feeling at ease, whilst conversing on the phone. I’ve had the honour of personally meeting Patrick last year, as well as other staff members.
As a suspicious survivor, I can't praise and thank enough all the staff at Caranua for their patience and professionalism, especially my Advisor Patrick Cleary for much appreciated advice and ongoing support, and I’d just like to encourage survivors of institutional abuse who are hesitating in contacting Caranua just to let you know of my personal experience. Have no fear, we are very fortunate to have such a dedicated staff working on our behalf, so contact them as soon as possible, they are awaiting your call to assist you - all of my suspicions have been allayed.
I would like to take this opportunity to thank my Advisor ‘Mr Patrick Cleary’ and all staff at Caranua the best of luck going forward, for the benefit of survivors. Also special acknowledgement to Mary Higgins, whom I had the honour of meeting when she attended one of our meetings, and got a drilling, but she took it very well.

Who is the Michelle and how can she Speak so Authoritatively on Right Of Place?
Why are Members of Right Of Place more important to Caranua than any other Survivor?

I you read the comments At least 2 Members have been ignored by the "Wonderful Patrick"
I fear that Right Of Place will endorse Caranua at the Statutory Review!
If they were funded per-capita on their Membership it Was Fraud as They were using the Same Membership Data Base as Oliver Burke of Munster Survivors, and Tom Cronnin
Until this issue if fully investigated they cannot represent Survivors as the Current Chairman knows what they have been doing and so Does their Director because I kid you not he is the Chairman's SON!

The Aisling Centre are also invalid in Representing Survivors as they have never been investigated over the fact that money has been misappropriated.

What is clear from the accounts is that for two years, and for part of a
third year, money received could only be reported as having being
advanced to directors. It is possible that this money was channeled to
previously existing organizations and used in their work. Otherwise it
is hard to see how the expenditure could have been justified, as the
company had no other staff or premises. Whether a similar situation
existed for the rest of the periods of accounts from 2003 to 2008, it is
not possible to say from the information given in these accounts.”

Patrick, padraig same person ? I have had dealings with this person and again ignored and bounced on to another advisor, ive been through 4 so far and have been ignored by all, i generally get moved on to someone new when i point out the crappy job they are doing and push for answers on why i am being refused help.
