Question 1

Towards Healing is ALREADY Funded by the Catholic Church to Counsel Survivors. Caranua are using the survivors fund money to pay for something the Church already pays for Survivors

In each case, the indicative budgets included annual estimated income from Caranua (The Residential Institution Statutory Fund), as indicated above. Towards giving effect to the generation of the income from Caranua, a Memorandum of Understanding was also agreed with this organisation in October 2014. This is addressed in Section 4 of my report.

Act unfair

Survivors being discriminated against No provision for the homeless, No help if you live in private of council accommodation etc.

Residential Institutions Statutory Fund Act 2012

As you will be aware, the Act sets out four broad areas of approved services for the Fund to support. It is now a matter for you as a Board to put the flesh on the bones of the legislation – to determine what constitutes an approved service, to determine application procedures and criteria for deciding on applications.

The minister has allowed caranua them free reign on the legislation to do as they wish

Question 3. Threats of imprisonment no different from the redress board confidentiality clause bans from divulging how much compensation they were awarded. a fine of €3,000 or six months in jail on conviction in the District Court, or €25,000

Providers and suppliers

● From time to time Caranua will have arrangements with ‘preferred suppliers’ and these are the only suppliers we will approve

All providers and suppliers must be qualified, registered with the relevant professional or accrediting body, compliant with tax and other laws and regulations and approved by Caranua

● A provider can never be a relative or a friend

Quotations, invoices and receipts Where there is a Caranua ‘preferred supplier’ we do not need quotes. We need quotes for all other applications.

● Where the cost is less than €1,000/£800 or other currency equivalent, we need one quote

● Where the cost is between €1,000/£800 and €5,000/£4,000, we need two quotes. For amounts above this, we need three quotes. We require receipts for all services that we pay for. This can be in the form of a receipt or an invoice marked paid. If we do not receive receipts from you, you will be subject to audit by Caranua. 4 Quotes, invoices and receipts must be typed on official paper and contain:

● Your name, address and telephone number

● The supplier’s name, address, contact details, VAT registration number, membership of relevant trade or professional organisation

● An itemised description of the work to be undertaken

● Information on the materials to be used

● A statement as to why the work is necessary We must receive these within three months of the date they were issued.

Costs and tax relief

● Prices must be reasonable and within the limits set by Caranua

● Where public grants, social insurance payments or tax relief is available you must apply for these and they will be deducted from the payments we make. Payment can be used only for purpose and supplier approved

● Once we have agreed to make a payment, the payment can only be used for that purpose. We can only issue payments to the supplier we have approved

● Caranua will carry out regular follow-up checks that money has been spent on the services and suppliers that were approved. Fraud or false information

● We will investigate any suspected instances of fraud or false or misleading information

● Any cases of fraud will be reported to the police and criminal proceedings may follow. You will be disqualified from making further applications and Caranua may reclaim any payments already made to you

Question 4. Mary Higgins Bias of survivors

St Stephen’s Green Trust

2010 report by mary higgins ceo of Caranua in this report her key findings are that we are Drunkards , Dug addicts , Permiscious and criminals mary higgins and her cronies are being well paid, while survivors are being let to die on the streets ,dumped like garabage into paupers graves, let hungry cold , neglected while caranua living the high life on our money, mass graves around the country gone and forgotten

Question 5.

Capping of survivors Mary Higgins and caranua salaries and expenses are paid from our fund so who is really benfitting from our fund not the survivors

Values and limits ● The value of services approved cannot exceed €15,000 or £12,000 per applicant. This cannot be exceeded.

 possibly rob who knows want went on between them and there private talks obliviously  if even projected the figures are rising so that leads you to ask the question on trauma, bad enough what happened in childhood, treats and intimidation gagging orders  by the redress board and caranua sanctioned by the government
